I don't think those two had access to showers before. Their world is a classic dystopia. [Concepts he learned from Charlie's books!] Dipper is being a typical kid who no longer has a parent telling him to stay sanitary.
I was telling Dipper to shower when one of my messages got to him and now Kaneda-san wants to butt into my personal life. It wouldn't have happened if Dipper showered.
